● Betsukai Town Web Hazard Map (hereinafter “this Website”) is a website that users can access on their computers and smartphones to browse predicted danger points, etc. for natural disasters such as tsunami, flooding, and sediment disasters in Betsukai Town.
● The support browser for this website conforms to the "Location Guide Service" provided by Zenrin DataCom Co., Ltd. Other browsers can be used to display this website, but some functions may be limited.
● Data on each location concerning hazards, features, administrative districts, etc. on this site are outlined for public disclosure only and may have errors.
● All hazard location data on this site was predicted based on certain conditions, and there is a possibility that it may exceed the prediction at the time of actual disaster.
● For the maps displayed on the background of this site and other map contents, follow the terms (i.e. Terms and Conditions) of the site guide. In addition, the map content does not indicate the use of land or specific boundaries of the land.
● The aerial photograph used on this site is the one taken by the Geographical Survey Institute. Regarding its terms of use, it complies with those of the Geographical Survey Institute.

＜Tsunami Information＞
●Tsunami disaster alert areas are areas designated by the prefectural governor where there is a risk of harm to the lives or bodies of residents in the event of a tsunami of the largest class, and where alert and evacuation systems must be set up so that residents can "escape" from tsunamis in order to prevent casualties. The information on this Website regarding tsunami alert areas was designated by the Hokkaido Prefectural Government on December 3, 2021.
●The reference water levels, which are announced when areas are designated, clarify the height at which one is safe from a tsunami, serving as a guide for efficient development of evacuation facilities and thus enabling highly effective evacuation measures.
●The tsunami simulation conditions are selected based on presumed earthquake tsunami using the tsunami fault model (Chishima Trench Model) established by a national government study group. The calculation conditions are as follows.
・Presumption of an earthquake of the largest class (M9.3) occurring off the coast of Tokachi and Nemuro.
・Water level: In sea areas and at mouths of rivers, the average high tide level* is used. In river areas, the water level during times of normal water flow is used.
・Crustal movement: For sea areas, uplift and subsidence are considered; for land areas, only subsidence is considered.
・Structures: Damage to various facilities caused by earthquakes or tsunamis is considered. Additionally, sluice gates and land locks are treated as open except for facilities that are earthquake-resistant, automated, or always closed. They are assumed to be “destroyed” at the point when the tsunami begins to overflow, and their state after the destruction is assumed to be “nonexistent”.
*The value obtained by dividing the total during the period by the number based on the annual average of the highest tide level observed 2 days before and 4 days after the new moon and full moon of each month.

＜Information on Flooding＞
● This site does not show flooding caused by rainfall exceeding the predicted value, storm surge or in-water. Please exercise caution in areas that are not colored.
●Please check the information below, which has been released by Hokkaido Prefecture in accordance with the partial revision and enforcement of the Flood Control Act on May 20, 2015.
●The presumed inundation area is the area specifying the range and depth of inundation expected at the time of river flooding in the event of rainfall amount and flow rate of the maximum presumed scale.Residents living near rivers or in areas with deep inundation should pay close attention to rainfall conditions, as flooding is possible even in cases when the amount of rainfall is less than expected.
The estimated rainfall for each river basin, upon which the calculations are based, is as follows.
〇Nishibetsu River: 283mm total rainfall in 11 hours
〇Shunbetsu River: 261mm total rainfall in 6 hours
〇Shikarinai River: 252mm total rainfall in 5 hours
〇Ponbetsu River: 224mm total rainfall in 3 hours
〇Kiyomarubetsu River: 190mm total rainfall in 2 hours
〇Furen River : 281mm total rainfall in 11 hours

＜Sediment Disaster Information＞
●Based on the Act on Sediment Disaster Countermeasures for Sediment Disaster Prone Areas (commonly known as the "Sediment Disaster Prevention Act"), Sediment disaster warning areas ("yellow zones") and sediment disaster special warning areas ("red zones") are designated by Hokkaido Prefecture as areas where there is a risk of harm to residents in the event of cliff failure or debris flows.
●This Website was created for the purpose of providing information for evacuation behavior and activities when there is a risk of sediment disasters due to heavy rain, etc. by displaying areas that are at risk of sediment disasters, which lets residents know when that risk is present in areas near their residences.

2. Betsukai Town grants the following rights to this data to users within the scope of private use stipulated by the Copyright Law of Japan (著作権法). The user does not acquire any rights other than these for the data:

＜津波に関する情報＞
●津波災害警戒区域は、最大クラスの津波が発生した場合に、住民等の生命又は身体に危害が生ずるおそれがある区域で、津波による人的災害を防止するため、津波から「逃げる」ことができるよう、警戒避難体制を特に整備すべき区域として都道府県知事が指定する区域です。本サイトの津波警戒区域に関する情報は、北海道が令和3年１2月3日に指定しました。
●区域指定の際に公表する「基準水位」により、津波に対して安全な高さが明確になるため、避難施設の効率的な整備の目安になるなど、実効性の高い避難対策が可能になります。
●津波シミュレーションの条件は、国の検討会により設定された津波断層モデル(千島海溝モデル)の想定地震津波を選定。計算条件は以下となります。
・十勝･根室沖において最大クラス(M9.3)の地震発生を想定
・水位…海域または河川域河口部においては、朔望平均満潮位(※)とする。河川域河川内の水位については、平水流量時の水位とする。
・地殻変動…海域は隆起･沈隆を考慮、陸域は沈降のみを考慮する。
・構造物…地震や津波による各種施設の被災を考慮。また、水門･陸閘等については、耐震性を有し自動化された施設、常時閉鎖の施設等以外は、開放状態として取り扱うことを基本とする。津波が越流し始めた時点で「破壊する」ものとし、破壊後の形状は「無し」とする。
(※)各月の新月・満月の日の前2日後4日に観測された最高満潮位の年平均をもとに期間中の総和を個数で除した値

＜洪水に関する情報＞
●本サイトでは、想定を超える降雨による氾濫、高潮及び内水による浸水は示していません。着色されていない区域でも注意が必要です。
●平成２７年５月２０日に水防法の一部が改正・施行されたことに伴い、北海道より公表されています。
●浸水想定区域は、想定し得る最大規模の大雨が降った場合等の降雨量により各河川氾濫時に想定される浸水の範囲と深さを指定した区域です。想定以下の降雨の場合でも氾濫する可能性があるので、河川周辺や浸水深が深い範囲の住民は降雨状況に十分注意してください。
算出の前提となる各河川流域の想定降雨量は、以下のとおりです。
○西別川　　　：　11 時間総雨量283mm
○春別川　　　：　6 時間総雨量261mm
○然内川　　　：　5 時間総雨量252mm
○ポンベツ川　：　3 時間総雨量224mm
○清丸別川　　：　2 時間総雨量190mm
○風蓮川　　　：　11 時間総雨量281mm

＜土砂災害に関する情報＞
●土砂災害警戒区域（通称：イエローゾーン）および土砂災害特別警戒区域（通称：レッドゾーン）は、「土砂災害警戒区域等における土砂災害防止対策の推進に関する法律」（通称、土砂災害防止法）に基づき、がけ地の崩壊や土石流が発生した場合に住民に危害が生じる恐れのある区域として北海道が指定する区域です。
●本サイトは土砂災害のおそれがある箇所を示し、お住まいの土地の近くに土砂災害のおそれのある区域があることを知ってもらうことにより、大雨などで土砂災害が発生するおそれのあるときに、避難行動や活動のための情報提供することを目的として作成されています。

＜地図利用規約＞
本サイトにより提供される地図データ（「データ」）のご利用前に、以下の規約を必ずお読み下さい。以下の規約は、本サイトの利用者（「利用者」）と別海町とのデータの利用に関する契約の条件となります。本規約すべてにご同意いただけた場合のみデータをご利用下さい。データを利用された場合は本規約にご同意いただいたものとします。

第１条（データの著作権及び使用許諾）
１．データの著作権は株式会社ゼンリン又はこれに権利を許諾する第三者に帰属します。
２．別海町は、利用者に対して、著作権法に定める私的使用の範囲内で、データについて以下の権利を許諾します。なお、利用者はデータについて、これら以外のいかなる権利も取得するものではありません。
(1)本サイト上で表示されたデータをWebブラウザで閲覧すること。
(2)本サイト上で表示されたデータを紙媒体に印刷出力すること（本号に基づき印刷出力したデータを以下「複製成果」という）。

第２条（遵守事項）
利用者は以下の事項を遵守するものとします。
(1)前条で明示的に許諾される場合を除き、方法の如何を問わず、データの全部又は一部を複製（印刷を含む。）、転記、抽出、加工、改変、翻案、送信その他の利用をしないこと。
(2)有償・無償を問わず、また、譲渡、使用許諾、送信その他方法の如何を問わず、データ（その全部又は一部の複製物、出力物、抽出物その他利用物を含む）を第三者に利用させないこと。

第３条（保　証）
利用者は、データは必ずしも利用者の使用目的又は要求を満たすものではなくまたすべてが正確かつ完全ではないこと及び別海町はこれらがあってもデータの交換・修補・代金返還その他の責任を負わないことを了承するものとします。

第４条（本サイトの停止等）
１．別海町は定期的に本サイトの保守・点検を行う際、一時的に本サービスの全部又は一部を中断することができるものとします。
２．別海町は次の各号の何れかに該当する場合は、利用者に事前の通知をすることなく一時的に本サイト運営の全部又は一部を中断することができるものとします。
(1)本サイトの保守・点検を緊急に行う場合。
(2)火災・停電等の事故、地震・洪水等の天災、戦争、暴動、労働争議等により、本サイトの運営が不可能となった場合。
(3) 別海町が、運用上又は技術上やむを得ず本サイトの運営一時中断が必要であると判断した場合。
(4)本サイトの障害等により、本サイトの運営ができなくなった場合。
３．別海町は、別海町の裁量によって、本サイトの運営を終了することができるものとします。
